What Is Digital Waste Tracking?

Digital waste tracking is the system being introduced to record waste movements electronically and provide a more consistent digital record of waste moving through the waste management system.

For businesses receiving controlled waste, the Report Receipt of Waste service will require relevant information about each load to be recorded and submitted.

Digital Records

Waste receipt and movement information is recorded digitally, creating a clearer and more accessible record of the waste received.

Waste Traceability

Digital information helps improve visibility of waste movements through the waste management chain.

Regulatory Compliance

Operators need to understand their reporting obligations and ensure the processes used by their business support accurate reporting.

Accurate Waste Records Matter

Good record keeping is an important part of waste compliance. The digital waste tracking requirements include specific information that needs to be recorded accurately.

Waste movement details
Carrier and receiving site information
Waste classification codes
Recovery and disposal codes
Hazardous waste information where applicable
Persistent Organic Pollutants (POPs) information where applicable

Who Is Affected?

The mandatory reporting requirements apply to organisations that are licensed or permitted to receive controlled waste, subject to the specific rules and exemptions that apply to their activities.

Permitted Waste Operations

Permitted operations receiving controlled waste need to understand the digital reporting requirements applying to their site and activities.

Licensed Receiving Sites

Licensed organisations receiving controlled waste should review their reporting arrangements and ensure the required information can be provided.

Waste Receiving Facilities

Facilities receiving controlled waste should review their current processes, records and responsibilities before the mandatory requirement begins.

Key Digital Waste Tracking Date

The mandatory requirement for affected permitted and licensed organisations receiving controlled waste in England and Wales begins on 1 October 2026.

1 October 2026

Mandatory Digital Reporting Begins

From this date, affected organisations receiving controlled waste in England or Wales must use the Report Receipt of Waste service, subject to the applicable rules and exemptions.

Records must generally be submitted within 2 working days, excluding weekends and bank holidays, starting from the day after the waste is received.

Paper Documentation Still Applies

The digital service does not currently replace all existing waste documentation. Waste transfer notes, Annex VII forms and hazardous waste consignment notes must continue to be completed where required.
